Essential Duties & Required Qualifications

Performs entry-level routine work. Work involves determining and marking locations of underground water construction facilities using valve maps, geographic maps, construction plans, system as-builts, and electronic locating devices. Assuring regulatory compliance by responding to TX811 locate tickets and assisting contractors, customers, and City of Leander staff with projects. Works under moderate supervision with minimal latitude for the use of initiative and independent judgement. Worker must be able to be scheduled for "on-call" rotation.

  • Work schedule is Monday Thursday, 6:30 am to 4:00 pm and Friday, 6:30 am to 10:30 am. Work schedule is subject to change.
  • Locates and marks underground water and wastewater facilities and provides assistance to customers/contractor by reviewing and prioritizing locate tickets using maps and plans, specialized detection equipment and measuring devices, spray painting or marking the area with flags, locating valves and mains, tracing service lines and troubleshooting problems.
  • Assists contractors with construction projects by receiving and reviewing maps and plans, attending pre-construction meetings, identifying underground lines, repainting destroyed locate marks, monitoring project schedules and resolving unexpected water problems.
  • Responds to and electronically files completed TX811 locate tickets and logs activities.
  • Ensures that work conforms to local, state and federal government regulations, worker safety and other applicable rules and regulations.
  • Assists and coordinates with other utilities and agencies regarding locating and marking underground facilities.
  • Cleans, maintains tools and equipment. Loads and unloads trucks.
  • Subject to after-hours, call out for emergency situations including on call rotation and special events.

Required Education and Experience:

  • High School graduate or its equivalent.
  • Minimum of one year of experience or technical training in utility maintenance or related construction experience.

Required Certificates and Licenses:

  • Valid Driver's License (Approximately 75% of time driving a company vehicle). Must be able to obtain a Texas driver's license within 90 days of hire.
  • Must obtain a TCEQ Class "I" Collection License and/or a TCEQ "D" Water License within one year of hire date.
  • Must have a basic first aid certificate or must obtain one within 6 months of the hire date and must maintain appropriate licenses and certificates.

Preferred Qualifications:

  • Two or more years of experience or technical training in utility maintenance or related construction experience.

  • Ability to communicate effectively both verbally and in writing.
  • Ability to follow detailed verbal and written instructions.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to communicate with other employees and the general public in a courteous and diplomatic manner.
  • Ability to work hours other than the regular daytime schedule such as shift work, on call, or emergency response situations (i.e., early-mornings, afternoons, evenings, and late-nights shifts, weekends).
  • Must be able to wear city provided uniform and city issued personal protective equipment, steel-toed leather boots, gloves, eye protection, head protection, safety vest, and ear protection.
  • Workers must be in compliance with safety procedures and usage of safety equipment.
  • Workers must be able to follow safety procedures and usage of safety equipment to ensure personal, public, and personnel safety.
  • Skill in operating assigned equipment tools and vehicles safely.
  • Possess basic knowledge in the operation and maintenance of vehicles, equipment, heavy (vehicular) construction equipment, pumps and equipment used in and around water and wastewater systems. Possess familiarity with hand and power tools and equipment commonly used in the maintenance of vehicles, equipment, structures and buildings.

While performing the duties of this job, the employee is regularly required to stand, walk, sit, use hands to handle and feel items, reach with hands and arms, climb or balance, stoop, kneel, talk, and hear. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.

Working Environment

While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock; explosives; risk of radiation and vibration. The noise level in the work environment is usually loud.

Dental plans include a DMO option (no cost for employee-only coverage) and two more traditional plans whose premiums are also affordable. You can choose to cover yourself or any qualified dependents and choose which plan best suits your dental needs. Currently, for the DHMO option, we pay the employee premium and split the remainder of the spouse/child/family premiums with you we pay 50%; you pay 50%. Under the more traditional plans, although we don't pay the entire employee-only premium, we still split the incremental dependent premiums with you 50/50.

Access to $10 eye exam co-pays and up to $150 frame and contact lens allowances make vision insurance a popular benefit among employees. Cover yourself for just a few bucks a pay period or all of your qualified dependents for not much more.

Your basic employee $15,000 term life insurance policy is paid for by the city. Accidental Death & Dismemberment under the plan would pay an additional $15,000 to your beneficiary if you die in an accident. More life insurance coverage is paid for by the City and provided through our Texas Municipal Retirement System (TMRS) program. If that's still not enough coverage, you can purchase more life/AD&D coverage for yourself and your qualified dependents. Over the age of 65? These coverages are subject to an age reduction schedule.

Both short and long term disability plans which provide up to 60% income replacement are available to purchase at competitive rates.
